When is a data processing event an Observation?

We need to define a policy identifying when a data-processing event can be considered an observation EVENT (as defined by ISO/DIS19156 O&M) Example scenarios include:-
- When is a data processing event an O&M Observation event?
- Is the act of deriving a new coverage from a collection of source coverages an Observation event?

| Originator: Jeremy Tandy Date: 20 Apr 2011 Candidate discriminator: if one cannot traverse back to the source data from the derived data then the derivation event may be regarded as an O&M Observation; i.e. the derivation event must include some uni-directional transformation that creates something NEW. Given this defnition, a executing simple aggregation or sub-setting process is NOT an Observation EVENT Re-projection, whilst a transformation, is NOT an observation because it can be reversed by the application of the same algorithm |
